> Open appeal for the right to demonstrate in Strasbourg against the NATO summit (Öffentlicher Appell für das Recht auf Demonstrationsfreiheit in Strasbourg)
> Numerous civil liberties and activist groups have protested against the suspension of democratic rights currently implemented in Strasbourg in anticipation of the NATO summit on 3 and 4 April 2009. Although the complete picture of “security zones” and controlled areas is not yet clear, the scale of this security operation and the restriction to freedom of movement, freedom of assembly and democratic protest will be unprecedented. What is known so far is that in Strasbourg access to the old town will only be possible with special access passes. All street markets, schools, kindergardens, historic sights and more will be closed on 4 April. In addition, public transport will be severely effected, with trams not being able to enter the security zones, and the train line from Strasbourg to Germany will suspended from Friday afternoon until Saturday morning. Strasbourg's mayor Robert Herrmann did not rule out police searches of houses in the old city, and advised tourists not to visit Strasbourg on 4 April.

> Statement on internet filtering/blocking in the fight against child pornography
> The statement urges the Media Committee of German parliament to advise the parliament not to accept privacy-invading articles of the EU Telecom Package, which introduce blanket internet filtering and blocking of sites. The Action Alliance argues this control, surveillance and interception of communication constitutes a severe infringement of data protection rules, the right to privacy, freedom of speech and press freedoms whilst not protecting victims of abuse. It calls for prevention, strengthening of regular cross-border police work and awareness-raising to fight crime, rather than large-scale and blanket surveillance powers.

> A two-year movement against the "expansion" of the US military base in Vicenza (effectively the construction of a second base) will climax today in an "unofficial" popular referendum that was backed by its mayor Achille Variati, for the acquisition of the site by the local council. The decree calling the "popular consultation" was deemed unlawful by the State Council on 30 September 2008, on the grounds that "its subject is a desire that cannot be realised", and was rejected by the competent authorities.

> FOR A RIGHT OF ACCESS INSIDE DETENTION CENTRES FOR MIGRANTS
> Since its creation, Migreurop has denounced the multiplication of detention centres for foreigners that EU member states have been setting up within the context of their fight against illegal immigration. This concerns countries in the EU as well as those outside European borders which are urged by Europe to «hold back» or «take back» would-be immigrants. Systems for detaining and removing foreigners vary from country to country but in all of them there is a generalization of the detention of persons who have committed no offence other than "illegal" entry or residence. Civil society demands a right of access to detention centres for foreigners in order to : make public the fact and the conditions of detention of third country nationals in those centres, act in alerting and defending the detained foreigners, produce evidence of the consequences of detention and of situations leading to violations of migrants’rights.

> Summary by Migrants Rights News: The Home Office has stated, in the July 2008 introduction to the draft (partial) Immigration and Citizenship Bill, that "we rule out an amnesty" for the 500,000 undocumented migrants who currently live in the UK. However, compelling social and economic arguments for the regularisation of undocumented migrants, such as those presented in the recent CentreForum report 'Earned Amnesty', keep this issue firmly on the table. CentreForum here proposes that a time-limited regularisation programme, during which migrants contribute a total fee of £5000 over 5 years and demonstrate their commitment to the UK, would be a more socially responsible, pragmatic and cost-effective policy towards undocumented migrants in the UK.

> Fifth paper in the 2008 Jean Monnet Working Paper series: The member states of the European Union have expanded the tools they use to cooperate in combating transnational crime and terrorism. Chief among these is the Framework Decision on the European Arrest Warrant, which requires judicial and police authorities to bypass all national extradition procedures involving suspects residing in an EU member state. Only Germany, Poland, Italy, and the Republic of Cyprus experienced severe delays in implementing the required national legislation. Contrary to the expectations of veto players theory, national constitutional courts do not veto EU law, but instruct legislatures on how best to redraft legislation, securing compliance.

> Summary by Migrants Rights News: The HMCIP inspection reports found that the facilities at both centres were inadequate in a range of different aspects; and there was a lack of activities, including education and voluntary or paid work, to occupy detainees. The situation for children at the centres was of particular concern. At Tinsley House, the length of stay was frequently higher than the expected maximum duration of 72 hours. This was even more pronounced at Yarl's Wood, where the average detention of children had increased from 8 days to 15 days, with some children there for longer. 18% of children held during mid-2007 were there for more than 28 days, and some inappropriate treatment was noted. For example, some children were transported in escort vehicles with caged compartments. The impact of detention on the children was particularly pronounced at Yarl's Wood, with children showing signs of trauma and inadequate welfare assessments from staff at the centre.

> The Council of the European Union will meet in Paris on 13 and 14 October with the aim of adopting a "European pact on immigration and asylum". Moreover, the second Euro-African inter-ministerial conference on migration and development will take place in Paris on 20-21 October. It is high time that the issue of migration and development be really considered in terms of common interests, interests shared by the countries of origin, by the countries migrants go through, by the destination countries, but most importantly, the interests of the migrants themselves. We want another Europe than the one that is becoming a fortress and that is taking disproportionate measures to prevent people from entering its territory and expel those who have entered. We reject the systematisation of detention centres and forced returns. Following the first non-governmental Euro-African conference on "migration, freedom of circulation and fundamental rights", we are calling for a wide participation, in Paris on October 17th and 18th, to promote another vision of immigration and another type of relationship between the European Union, Africa and the rest of the world. We will hold the second non-governmental Euro-African conference, organise a big rally to request another European policy.

> Public assembly and demonstration called by the Federazione Rom e Sinti Insieme to say "dosta!" (enough) to racial discrimination against Roma and Sinti people, calling for principles and norms included in constitutional, European and international texts to be implemented, and for the identification of these minorities as an enemy to cease. Treating an entire community as dangerous criminals, is something that is reminiscent of the past, when it has cost many lives, and the media and political class are accused of fostering a climate of racial hatred against them by using mystification and falsehood, without giving them the right to reply.
